US Senators raise concern over AI chip export control loopholes benefiting China

United States Senators have raised concerns over AI Chip Export Controls. Two senior Democratic senators have accused the Trump administration of leaving a loophole in US export controls that may have allowed most advanced American AI chips to reach Chinese companies, potentially boosting Beijing’s military capabilities. Senators Elizabeth Warren and Andy Kim said the administration failed to update export-control regulations over the past 18 months, potentially enabling Chinese firms to access cutting-edge US technology through overseas subsidiaries. 
 
The senators said in a joint statement that the Trump Administration itself revealed that its failure to update export control regulations over the last year and a half may have inadvertently allowed America’s most advanced AI chips to flow to companies headquartered in China . Their criticism came after the Commerce Department clarified that licence requirements apply to advanced AI chips exported to companies headquartered in China, even if they operate outside the country.
 
The senators warned that the loophole could help strengthen China’s military capabilities and urged the Commerce Department to issue clear guidance immediately. They also called on Commerce Secretary Howard Lutnick to testify before Congress on the handling of export controls.
