The Supreme Court has clarified that it has not approved any changes to Form 6 being used by the Election Commission during the SIR of electoral rolls. A bench headed by Chief Justice Surya Kant, along with Justices Joymalya Bagchi and V. Mohana, said any modification to Form 6 had not been approved by the court and sought records to ascertain who made the changes.
The court was hearing a PIL challenging alleged changes to Form 6, including requirements relating to an applicant’s ancestry and linkage with the previous SIR. The petition also alleges that such changes were introduced through the EC’s software without following the prescribed statutory procedure.
The bench issued notice on the plea and tagged it with another PIL on the issue. The petition also alleges that certain decisions and software changes were made without the concurrence of the other Election Commissioners. The Election Commission had earlier issued a press release suggesting that the Supreme Court had upheld the Form 6 declaration in its May 2026 judgement on Bihar SIR.
