Rajya Sabha takes up Central Armed Police Forces Bill, 2026, for consideration and passing

The Rajya Sabha today took up the Central Armed Police Forces (General Administration) Bill, 2026, for consideration and passing. The bill aims to regulate the general rules governing the recruitment and conditions of service of Group A General Duty Officers and other officers in the Central Armed Police Forces. The Bill has provisions that 50 per cent of the total posts in the rank of Inspector General and a minimum of 67 per cent of the posts in the rank of Additional Director General and all posts in the rank of Special Director General and Director General shall be filled by Indian Police Service, IPS officers on deputation.

Initiating the discussion, Mohammad Nadimul Haque of TMC opposed the legislation. He said the Bill is not an administrative reform and it will bring in serious constitutional concerns. He added that it will weaken the federal balance.

Tiruchi Shiva of the DMK said the sovereignty of the nation depends on the CAPF, and it is a matter of concern that over 50 thousand CAPF personnel have resigned in the past three years. He said that overloading work, stress, slow promotion, and no benefit to families are the reasons for it.

AAP MP Sanjay Singh says that the Government is doing an injustice by bringing this Bill. He said that, in the last 50 years, many committees gave reports in favour of CAPF personnel giving their rights.

AIADMK’s M. Thambidurai stressed the welfare of the CAPF personnel, including housing and healthcare. He suggested regular upskilling programmes and transparent and efficient transfer policies.

Ram Gopal Yadav of the Samajwadi Party raised concerns that many CAPF personnel have taken voluntary retirement due to not getting timely promotion.

BJP’s Sudhanshu Trivedi said the government has taken many initiatives for the welfare and modernisation of the CAPF. He said the government has worked with compassion to better the lives of CAPF personnel.

Digvijay Singh of Congress questioned the stagnancy in the CRPF and the delay in the promotion of Deputy Commandants.

The discussion remained inconclusive. Later, the House was adjourned for the day to meet again on 1st April.
