Press Council of India issues guidelines for journalists covering protests & demonstrations

The Press Council of India (PCI) has issued guidelines for journalists covering protests and demonstrations. The guidelines have been issued in view of the prevailing scenario and the need to facilitate the orderly and effective coverage of protests and demonstrations.

The Press Council said that the guidelines seek to facilitate the effective discharge of journalistic duties while promoting the safety of media personnel, responsible reporting and better coordination among journalists, media organisations and law enforcement authorities. Under the guidelines, journalists have been advised to carry identity cards issued by their media organisations or Press Information Bureau (PIB) and Directorate of Information and Publicity accreditation, as applicable, and keep them visibly displayed while covering demonstrations.

Akashvani correspondent reports that the Press Council of India has advised media persons to maintain a reasonable and safe distance from confrontations, particularly when tensions escalate or police action is anticipated. The council has also advised journalists to maintain neutrality and professionalism and not to participate in demonstrations or interfere with protesters, counter-protesters, or police.

It urged journalists to be alert to changes in crowd behaviour and identify escape routes in advance. The guidelines stated that journalists should report events accurately, objectively, and impartially. They have been advised to distinguish verified facts from allegations, opinions, and unconfirmed claims and follow the applicable norms of journalistic conduct on accuracy and fairness.

The Council further suggested verifying information through multiple sources wherever possible. PCI has asked the journalists not to broadcast or publish real-time police positions, tactical movements, or escape routes as doing so can compromise safety or operational security. The guidelines said that freelancers should ensure that a trusted editor or contact knows their location, assignment plan, and expected return time.
