To address the deteriorating air quality challenge, the Government approved a vehicle fleet renewal initiative named PARIVARTAN – Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions. The scheme aims to replace old and high-emission trucks and buses in Delhi-National Capital Region with cleaner Bharat Stage (BS)-VI compliant and electric vehicles (EVs). The Ministry of Road Transport and Highways said that the PARIVARTAN Scheme has a total financial outlay of over 9,5000 crore rupees, including more than 5,041 crore rupees as Central Government support. The Ministry will implement the scheme, while funding will be routed through the National Capital Region Planning Board (NCRPB). The Scheme is being implemented through coordinated efforts of the Central Government, State Governments, and the automobile industry.
The programme covers the National Capital Territory of Delhi and the NCR districts of Haryana, Rajasthan and Uttar Pradesh, ensuring a coordinated regional approach to reducing vehicular pollution. Detailed operational guidelines have also been approved to ensure transparent and efficient implementation. The Ministry said that more than 1.9 lakh trucks and over 16 thousand buses are expected to become eligible under the programme. Participating States will provide up to hundred per cent Motor Vehicle Tax concession for ten years and full waiver of registration fees for eligible beneficiaries. The scheme will be implemented through a dedicated online platform, the Parivahan PARIVARTAN Portal, providing an end-to-end digital experience for beneficiaries. To facilitate effective implementation of the PARIVARTAN Scheme, the Ministry has signed Memorandum of Understandings with 11 leading Original Equipment Manufacturers (OEMs).
