NSO to introduce changes in PLFS to improve coverage & reliability of labour market statistics

The National Statistics Office (NSO), under the Ministry of Statistics and Programme Implementation, has proposed changes to the Periodic Labour Force Survey (PLFS) 2027 to improve the coverage and reliability of labour market statistics. The proposed changes include a separate sampling stratum for digital platform workers, an updated sampling frame to reflect urbanisation and administrative boundary changes, and revised criteria for sample allocation and stratification. The survey schedule will also be modified to collect data on unpaid household and caregiving activities, volunteer work, unpaid trainee work and the production of goods for own use. These questions will be canvassed among persons aged 15 years and above during the first survey visit in both rural and urban areas.

During the first three months of next year, monthly estimates will be based on samples drawn from both the existing and updated sampling frames to facilitate a smooth transition. The Ministry has also invited comments and suggestions from policymakers, researchers, academic institutions and the general public on the proposed modifications within 15 days of the press release.
