New Rules in Nepal’s parliament shifts power towards lower house in constitutional amendments

Nepal’s House of Representatives passed its new rule of procedure, the House of Representatives rule that contains provisions expanding the speaker’s authority in the constitutional amendment process. The new rule allows the speaker to determine whether the combined votes of both houses meet the required threshold of 2/3 of the federal Parliament. Total membership. If the total reaches 223 votes out of 334 members, the speaker may certify the bill and forward it to President for authentication, even if the National Assembly has not separately approved it by a 2/3 majority. Until now, no such provision existed in the previous rules.
 
Procedural timelines for introducing bills have also been revised. The rules also relax the requirement for Ministers to attend committee meetings. The previous rules required ministers to attend discussions on all committee agenda items.
 
Previously, on May 31, the Parliament atmosphere turned chaotic and tense after speaker Dhol Prasad Aryal attempted to present the House of Representatives regulation 2026 for a decision amid a blockade of the well by opposition lawmakers. A physical scuffle broke out between ruling party and opposition lawmakers who demanded that the regulation should not include provisions conflicting with the constitution and prevailing laws. Opposition accused Ruling party, RSP, of high-handedness and amending laws to its own liking as it holds a two-thirds majority in the lower house.
