J&K Government notifies Land Pooling Policy 2026 for planned urban development

The Jammu and Kashmir Government has notified Land Pooling Policy, 2026, laying down a framework for planned urban development through voluntary pooling of land by landowners and development entities.

 

According to the policy, land pooling will be applicable to areas notified under the J&K Development Act, 1970, by the development authority or any other organisation notified by the government. It covers land under unauthorised colonies which is yet to be regularised, land under litigation until the case is settled, forests, grazing areas, natural drains, water bodies, heritage sites, flood and irrigation departments and other government land specifically excluded from pooling. The policy provides that a contiguous area can become eligible for land pooling once a minimum of 70% of the land within that area has been pooled.

 

The policy states that operation and maintenance of infrastructure created under a land pooling scheme will remain the responsibility of the developer entity and maintenance of the common infrastructure will be the responsibility of the consortium, subject to the relevant provisions and directions of the development authority or Urban Local Body.
