India Signs 28 Migration and Mobility Partnership Agreements with 26 Countries: EAM Jaishankar

External Affairs Minister Dr S Jaishankar today said that India signed 28 migration and mobility partnership agreements with over 26 countries, while several others are currently under negotiation. He highlighted the collective responsibility of nations to combat illegal migration, exploitative practices, fraudulent intermediaries and human trafficking. The Minister said this while speaking at the Human Resource Mobility Forum in New Delhi. He underlined the use of digital systems and tools in the transformation of governance in migration.

Dr Jaishankar said that India’s commitment to safe and legal mobility is reflected in the e-Migrate platform, and since its inception more than five million immigration clearances have been issued. Dr Jaishankar underscored that India also recognizes the need for bilateral collaboration in ensuring safe, orderly, and legal migration. The Minister said that the Forum creates opportunities to exchange ideas, learn from experiences, and explore new approaches towards mobility. He also said the event brought together policymakers, industry leaders, employers, and practitioners. He added, India stands ready to work with its partners around the world in advancing shared vision. He further said, trusted mobility pathways can contribute to stronger economies, to more resilient societies, and to deeper international cooperation.

The Minister said that technological innovation is reshaping industries at an unprecedented pace. Dr Jaishankar said that the world is undergoing a profound transformation, and as part of that demographic patterns are changing sharply across continents. He said that AI, automation, digitalization and green transition are redefining skills that are required for tomorrow’s economy. The External Affairs Minister said that human resource has emerged as one of the most critical factors of economic development. He said that human resource mobility represents far more than the movement of people from one place to another.

He added, it is about connecting aspirations with opportunities, linking talent with demand, creating pathways through which individuals can contribute to economic progress. Dr Jaishankar said that India’s vision for mobility is not limited to facilitating overseas employment opportunities, rather as a very important pillar of international cooperation. He added, these partnerships are based on mutual benefit, shared responsibility and long-term sustainability.
