Hyderabad Central Prison has established a separate gender-neutral cell for persons with diverse gender identities and expressions to ensure their dignity and provide appropriate living arrangements.
The prison authorities have informed the National Human Rights Commission (NHRC) about the initiative. The move follows a visit to the prison on 8th October 2026 by the Commission’s Special Monitor, who is entrusted with matters relating to transgender persons and the rights of the LGBTQ+ community.
During the visit, the implementation of advisories issued by the NHRC and the Ministry of Home Affairs was emphasised to ensure the welfare of transgender persons.
In its compliance report to the Commission, the Superintendent of Central Prison, Hyderabad, confirmed that the recommendation to establish a gender-neutral cell had been implemented. The prison authorities have also permitted affirmative clothing for persons accommodated in the facility. The NHRC said the initiative aims to protect the human rights and dignity of persons with diverse gender identities and expressions in correctional institutions.
