Haryana govt approves new Travel agent rules to curb illegal overseas recruitment & human trafficking

The Haryana government has approved new rules to protect the state’s youth from fraudulent travel agents, illegal overseas recruitment and human trafficking. Chief Minister Nayab Singh Saini announced this after today’s cabinet meeting in Chandigarh. The cabinet approved the Haryana Travel Agent Registration and Regulation Rules, 2026, framed under the Haryana Travel Agent Registration and Regulation Act, 2025. Under the new rules, registration will be mandatory for all travel agents operating in Haryana, including existing agencies. Separate registration will be required for every branch and each category of service, such as passport assistance, tour and travel services, study visa consultancy and ticketing.

The registration fee has been fixed at 5,000 rupees for each service category. Police verification of every applicant will also be compulsory before registration. To ensure transparency, registered agents will be issued digital certificates carrying QR codes. Citizens will be able to scan these codes to verify an agent’s registration and authenticity.

The new regulations aim to curb visa fraud, illegal migration through routes such as the ‘donkey route’, and other unlawful practices while ensuring greater accountability in the travel agency sector.
