Former Himachal Pradesh Chief Minister Jairam Thakur has said that that the government is staging a false inquiry to malign the ‘Himcare’ scheme; meanwhile, the Anti-Corruption Department has expressed its inability to conduct a Vigilance probe into the state’s spurious drug racket-despite the Honorable Court emphasizing the need for such an investigation.
The Leader of the Opposition questioned whether the state agency is truly incapable of conducting the probe or if the Government simply has no intention of investigating the matter at all.
Mr. Thakur noted that a case had surfaced involving a pharmaceutical manufacturer accused of selling spurious drugs and manipulating records to evade GST. A subsequent representation made in court revealed allegations regarding the illegal supply of 27 to 28 tonnes of raw material and further GST evasion, prompting demands for a detailed investigation into this matter as well.
Yet, it is unfortunate that the Vigilance department-which registers cases against BJP leaders and the Chief Minister’s political opponents on a war footing, summons them to offices for interrogation, and releases investigative details to the press before the probe is even concluded-has opted to steer clear of investigating such a massive case.
The Leader of the Opposition stated that the State Vigilance and Anti-Corruption Bureau had expressed its inability to investigate this matter in a letter dated July 1, 2026. The Bureau maintained that the financial nature of the case was highly complex and that it lacked the necessary manpower, resources, and the technical or domain-specific knowledge related to the Revenue Department.
Consequently, investigating such extensive financial irregularities posed a challenge for the agency. This reveals the reality of a government that promised systemic change but is now exposed for corruption shielded by those in power-a fact the people of the state have now recognized. Instances of the Chief Minister’s Office being implicated in cases of organized corruption have surfaced in the past as well, yet the Chief Minister remains silent despite repeated questions being raised on the matter.
