Election Commission sets limits on Form-7 applications to curb bulk filing

The Election Commission has imposed limits on Form-7 applications filed by individual electors, allowing a maximum of 10 applications during the claims and objections period and five applications per month during the continuous updation of electoral rolls.
 
The Commission has written to the Chief Electoral Officers of States and Union Territories regarding the prescription of reasonable limits on the filing of Form-7 applications by individual electors. The decision to impose limits on the filing of the form, both online and offline, has been taken to discourage the bulk filing of objections by individual electors.
 
The Commission said that, under the Registration of Electors Rules, 1960, every objection to the proposed inclusion of a name or an application for the deletion of a name from the electoral roll of a constituency must be submitted in Form 7.
 
Such objections can be filed only by a person whose name is already included in the electoral roll of that constituency. It added that Form-7 applications must be examined and disposed of by the Electoral Registration Officer (ERO) in accordance with the provisions of the Registration of Electors Rules, 1960.
 
The Commission further stated that if the ERO finds a complaint to be false or fabricated, the officer must initiate action against the applicant for knowingly making a false statement or declaration in writing in the form
