The Anti-Corruption Branch (ACB), Delhi has arrested the then Director General Health Services (DGHS) Dr. Vatsala Aggarwal and Deputy Controller of Accounts in the Central Procurement Agency (CPA) Neeraj Chopra in the case related to alleged large-scale irregularities in procurement of medicines, surgical consumables and medical equipment.

 

It added that a complaint regarding this matter was received from the Directorate of Vigilance of Delhi. The Agency informed that the allegations pertain to procurement of Portable X-Ray Machines, Medicines and other medical items at allegedly inflated rates through manipulated procurement processes.

 

ACB also said that investigation has revealed that procurement proposals, approval of tender specifications, and other important procurement decisions were processed and approved at different levels. Investigation has also revealed that procurement proposals involving substantial Government funds were processed through the Accounts Branch of CPA. 

 

Furthermore, the investigations revealed that financial scrutiny, processing of bills and release of payments were undertaken through the office of the Deputy Controller of Accounts.
