Rajya Sabha passes Inter-Services Organisation (Command, Control, and Discipline) Bill – 2023

Parliament passed the Inter-Services Organisation (Command, Control and Discipline) Bill – 2023 with Rajya Sabha approving it today. The bill was already passed in the Lok Sabha. The Bill empowers the Officer-in-Command of Inter-services Organisations to exercise disciplinary and administrative control over the service personnel under their command, irrespective of their service.
 
The Bill will be applicable to all personnel of regular Army, Navy, and Air Force, and to persons of other forces as notified by the Central Government, who are serving in or attached to an Inter-Services Organisation. As per the provisions of the Bill, the central government may constitute an Inter-services Organisation that has personnel belonging to at least two of the three services.
 
In replying to the Bill, Raksha Mantri Rajnath Singh said that it is necessary that Army, Navy, and Air Force work with greater and better coordination to face the new challenges. Therefore, by combining the personnel of the three services, Inter-Services Organizations are formed, which will work in an integrated manner. He said that the purpose of this bill is to further strengthen the tradition of discipline in the armed forces. He said that discipline is directly related to the morale of our army. It should be our endeavour in Inter-Services Organisations, that whenever any case related to indiscipline comes up, disciplinary or administrative actions should be taken as soon as possible against the concerned personnel without any discrimination of service. Mr Singh said, the Bill provides better disciplinary and administrative powers to the heads of Inter-Services Organisations, enabling them to bring about effective Command, Control, and Discipline in their organizations.  Participating in the discussion, Sujit Kumar from BJD, Alla Ayodhya Rami Reddy from YSRCP, M. Thambidurai from AIADMK, Ashok Bajpai, and DP Vats from BJP spoke in support of the bill.
 
The bill was passed amidst a walkout of the opposition parties from the house.
