The Government today said that there is no proposal to introduce a competitive examination for the selection of High Court judges. In a written reply in Rajya Sabha, Law Minister Arjun Ram Meghwal said, the High Court Judges are being appointed as per the Constitutional provisions. He said, the appointment of Judges of the Supreme Court and the High Courts is made under Articles 124, 217, and 224 of the Constitution and as per the procedure laid down in the Memorandum of Procedure prepared in 1998 following the Supreme Court judgment on the 6th of October 1993. Quoting Article 217(2) of the Constitution, Mr Meghwal said, a person can not be qualified for appointment as a Judge of a High Court unless he is a citizen of India and has held a judicial office for at least 10 years in the territory of India, has been an advocate of a High Court for at least ten years or of two or more such courts in succession.
India has 25 High Courts with a sanctioned strength of one thousand 114 judges. As of the 1st of July 2023, there were 333 vacancies.
