Lok Sabha today took up the Bharatiya Vayuyan Vidheyak 2024 for discussion. The Bill was moved by the Union Civil Aviation Minister Kinjarapu Rammohan Naidu. While introducing the Bill, the Minister said, Aircraft Act was brought in 1934 and a lot of amendments have been made over the years. He said previously the amendments were incorporated into the Act several times. He said these amendments created a lot of ambiguity and contradictions in terms of the functioning of internal organisations like the Directorate General of Civil Aviation (DGCA) and Bureau of Civil Aviation Security (BCAS). He said The Bharatiya Vayuyan Vidheyak has been brought to clear out the confusion.
The Bill empowers the Central Government to make rules for any aircraft or class of aircraft, and for securing the safety of aircraft operations. It is aimed to empower the government to make rules for the investigation of any air accident or incident.
Initiating a discussion on the bill, Adoor Prakash of Congress said that the aviation sector of the country is facing many issues and safety challenges at present. He said that the increasing cases of near collision incidence, flight delays and cancellations are a matter of concern.
Participating in the discussion, Rajiv Pratap Rudy of BJP provided a historical perspective on the development of air travel in India and globally. He emphasized the importance of aligning India’s laws with global standards, particularly in aircraft leasing,. He also suggested naming the legislation as Bhartiya Vimanan Vidheyak replacing Vayuyan.
Members from other political parties also participated in the discussion. However, the discussion remained inconclusive. Later Lok Sabha Speaker Om Birla adjourned the House for the day.
