Congress leader Rahul Gandhi has said that he regrets that the OBC quota was not provided under the Women's Reservation Bill which was brought by UPA Government in 2010 and it should have been done then. Addressing a press conference in New Delhi today, Mr Gandhi welcomed the passage of the women's reservation bill in Parliament yesterday. He said women's reservation is a good thing, but it has two footnotes, the Census will have to be done before implementation of the bill and the other one is delimitation. He claimed that the reservation can be implemented today as it is not a complicated matter.
