Prime Minister Narendra Modi said that Officers have a key role in ensuring that the target of a developed India is achieved in Amrit Kaal. He highlighted the significance of out-of-box thinking and adopting a holistic approach in their endeavours. Mr. Modi cited the example of PM GatiShakti Master Plan for showcasing the significance of such a holistic approach. The Prime Minister was today addressing the IAS officers of the 2020 batch in the concluding session of the Assistant Secretary Programme, 2022 in New Delhi. Speaking on the occasion, the Prime Minister said the officers have got the opportunity to serve the country during the Amrit Kaal and help realise the Panch Pran.
The Prime Minister discussed the importance of innovation and how it has become a collective effort and part of the work culture in the country. He talked about the Start-up India scheme and how the number of startups in the country has witnessed a significant jump in the last few years.
Mr Modi mentioned how the focus of the governance has shifted outside Delhi, to all regions of the country. He gave examples of how important schemes are now being started from places outside Delhi. The Prime Minister asked the officers to focus on One District One Product and explore the opportunities of exporting products of their district. He also asked the officers to prepare their action plans for the Aspirational Districts Programme.
External Affairs Minister Dr S Jaishankar today participated in the Kiwi Indian Hall of Fame Awards 2022 and launched the book "Modi@20: Dreams Meet Delivery" in Auckland. New Zealand Prime Minister Jacinda Ardern was also present during the event. The event felicitated members of the Indian community in New Zealand for their exceptional achievements and contributions.
Dr Jaishankar started his official engagements earlier today with a traditional Maori welcome. He appreciated the symbolism of the convening of two energies together. In a tweet, the Minister said that respect for customs and traditions is an important aspect of India-New Zealand friendship.
He also met New Zealand’s Leader of Opposition Christopher Luxon. Dr Jaishankar said, India - New Zealand relationship will advance with broad-based support and mutual efforts.
Lok Sabha Speaker Om Birla today reiterated that India has always supported a rules-based international order. He was addressing Presiding Officers of G-20 Parliaments on the theme "Effective Parliament, Vibrant Democracy" during the 8th Summit of Speakers of G-20 Parliaments in Jakarta. He observed that India has called for supporting multilateralism for global peace and stability so that the world can unite to address the challenges facing the world and find solutions.
Mr Birla told the gathering that India’s goal is to connect the youth with Parliament. He said various programmes are being organized by Parliament for their active participation. He stressed that India’s democracy has become more empowered and vibrant in the last 75 years and the Indian Parliament is making continuous and consistent efforts to pave the way for the inclusive social and economic development of the people.
Earlier, intervening in the debate on the theme "Emerging Issues - Food and Energy Security, and Economic Challenges", Mr Birla said that global instability caused by COVID has created a food and energy security crisis across the world. He further said that the Russia-Ukraine crisis has also adversely affected food and energy security in the world. He reiterated that India firmly believes that for inclusive development of the world, such conflicts should be resolved through mutual dialogue and diplomacy.
Commerce and Industry Minister Piyush Goyal has called upon Chartered Accountants of India to strive to make India’s Chartered Accountancy Firms global level companies. He was addressing the Convocation of the Institute of Chartered Accountants of India in New Delhi today. Mr Goyal said, Chartered Accountants must always be committed to promoting equitable and inclusive growth. He asked young Chartered Accountants to explore the paths of entrepreneurship too, along with auditing, accounting and management consulting.
The Government has released the 7th monthly installment of the Post Devolution Revenue Deficit grant of over seven thousand 183 crore rupees to 14 States. The Finance Ministry said, the grant has been released as per the recommendations of the 15th Finance Commission. It said, the Commission has recommended a total Revenue Deficit Grant of 86 thousand 201 crore rupees to 14 States for the financial year 2022-23. These States are Andhra Pradesh, Assam, Himachal Pradesh, Kerala, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand and West Bengal.
The Reserve Bank has issued directions for the appointment of an Internal Ombudsman for all Credit Information Companies - CICs. As announced in the monetary policy statement dated 5th August 2022, all complaints that are partly or wholly rejected by CICs will be reviewed by the Internal Ombudsman before the final decision is conveyed to the complainant. The Ombudsman will not entertain any complaints directly from the members of the public. RBI has directed CICs to complete the process of appointment of an Internal Ombudsman at the apex of their internal grievance redress mechanism by April 1, 2023.
Union Home Minister Amit Shah and BJP President J P Nadda will reach Guwahati tomorrow evening to take part in a host of events. Both leaders will take part in the party’s State core committee meeting in Guwahati tomorrow evening. Assam Chief Minister Himanta Biswa Sarma, Union Ministers Sarbananda Sonowal and Rameshwar Teli, and State BJP President Bhabesh Kalita will also take part in the meeting. National Human Rights Commission, NHRC will be celebrating its 29th Foundation Day on the 12th of October. Vice President Jagdeep Dhankhar will be the Chief Guest at the event. In the run-up to the Foundation Day, the Commission is organizing a “Human Rights Run” to be flagged off by NHRC Chairperson Justice Arun Mishra at Kartavya Path, New Delhi, this Sunday. This will spread human rights literacy among the various sections of society. Around 2000 participants including school children and NHRC Members, senior officers and Staff will participate in the “Run”, which will also be open to the public.
The celebrations are a reminder of the Commission’s commitment to the cause of protection and promotion of human rights.
Union Minister of State for Social Justice and Empowerment Ramdas Athawale today said, the development and peace in Jammu and Kashmir is the top priority of Prime Minister Narendra Modi-led Government. It is evident now with the visit of lakhs of tourists this year and the beginning of investment processes in thousands of crores in different sectors in Jammu and Kashmir for the welfare of the people, he added. The Union Minister said this while interacting with the media during a press briefing held at Srinagar today.
Breaking all previous records, the Connaught Place outlet of Khadi India registered a sale of 1.34 crore rupees on the 2nd of October 2022. While the one-day sales at this outlet have crossed the one crore mark on numerous occasions, the sales recorded on Mahatma Gandhi’s birth anniversary this year have broken the previous record of 1.29 crore rupees, registered on the 30th of October last year.
According to an official press release, the sales of Khadi and village industries have received a major boost post 2014, following Prime Minister Narendra Modi’s special attention towards this sector and his regular appeal to citizens to buy Khadi and products made by local artisans. It is noteworthy that Mr. Modi had urged citizens to buy Khadi through his monthly radio programme, Mann Ki Baat, that aired on the 25th of September.

In Gujarat, Chief Minister Bhupendra Patel launched Gujarat Gati Shakti Portal today at GIFT City.
Addressing the occasion, the Chief Minister said Gujarat has become the first State to launch Gati Shakti Portal at State Level. He said, the portal will offer investors ease of doing business, by bringing more transparency to the governance. This will save time, money, and logistic cost.
He said, Gati Shakti Gujarat Portal will integrate more than 500 layers of data from 21 State government departments and 52 sub-departments.
The Delhi government has launched a month-long intensive anti-dust campaign today. Delhi Environment Minister Gopal Rai today said under the campaign, the construction sites will have to compulsorily follow all the 14 anti-dust norms. He said, strict action will be taken against violators. On violation of anti-dust norms at construction sites, fines ranging from 10 thousand to 5 lakh rupees will be imposed by the government as per the National Green Tribunal guidelines.
The first episode of Matadata Junction, a year-long voter awareness programme will be broadcast tomorrow on All India Radio. A total of 52 episode programme of 15-minute duration each will be broadcast on Vividh Bharati stations, FM Rainbow, FM Gold and Primary channels of AIR in 23 languages across the country. The programme will go on air between 7 to 9 PM. The programme will help in creating awareness among voters across the country.
Chief Election Commissioner Rajiv Kumar launched the Program on Monday in the presence of Election Commissioner Anoop Chandra Pandey, CEO Prasar Bharati Mayank Kumar Agrawal and Director General AIR News Vasudha Gupta in New Delhi.
Speaking on the occasion Mr. Kumar said that the programme will help in creating awareness among voters across the country. He added that each programme will be based on a particular theme of the electoral process.

In West Bengal, at least eight people died and several were feared missing in Malbazar in Jalpaiguri district after they were swept away due to flash floods in Mal river during Durga Visarjan last night. Officials said, today the death toll was likely to rise as several people are still reported missing. About 15 are injured. Ten are undergoing treatment in hospital.
The Prime Minister's Office, in a tweet, informed that two lakh rupees from the PMNRF would be given to the next of kin of each of the deceased. The injured would be given 50,000 rupees.
Chief Minister Mamata Banerjee is keeping an eye on the rescue work. She also expressed grief at the incident and announced an ex-gratia of two lakh rupees will be given to the next of kin of the deceased and 50,000 rupees to the injured.
In Uttarkashi, the search operation for the trapped mountaineers is underway. A total of 16 bodies have been recovered so far. Two instructors and 14 trainees are still missing. The incident occurred after the mountaineers met an avalanche on Draupadi Ka Danda-II on the 4th of October.
At least thirty-eight people, most of them children have been killed in a gun and knife attack by an ex-policeman at a Thailand childcare centre . According to Police, the gunman killed himself and his family after a manhunt following the attack in Nong Bua Lamphu province of Thailand. Casualties include at least 22 children and around 16 adults who were shot and stabbed before the attacker ran away from the scene.
Fourty-eight-year-old man, suspect for kidnapping and murdering four members of an Indian-origin family in California has been arrested by the police. Members of a Sikh family of Indian origin, including an eight-month-old girl, were found dead in Merced county California. Punjab Chief Minister Bhagwant Mann has appealed to External Affairs Minister S Jaishankar for a high-level inquiry in this matter.
In Mexico, at least 18 people were killed on Wednesday when some miscreants open fire in a city hall in San Miguel Totolapan, a town in southern part of the country, Mexican daily El Universal reported this today. According to a newspaper, the gunmen appeared to have carried out a coordinated series of attacks inside the building with the aim of killing the mayor. It said, the attackers were presumed to belong to an armed group called Los Tequileros.
North Korea today fired two ballistic missiles into the Sea of Japan. Japan's Prime Minister Fumio Kishida has condemned the repeated launches. Meanwhile, North Korea has justified the launching as necessary countermeasures against joint military drills by the United States and South Korea. Early in the morning, South Korea's military also confirmed North Korea's missile test.
India has strongly condemned North Korea's ballistic missile launch over Japan and said that these moves affect the peace and security of the region and beyond. While addressing the United Nations Security Council (UNSC), India's Permanent Representative to the UN, Ruchira Kamboj called for the full implementation of the relevant UNSC resolutions relating to the Democratic People's Republic of Korea.
Eighty-Two-year-old French writer Annie Ernaux has been awarded the Nobel Prize in literature for the year 2022. The Swedish Academy has awarded the Nobel to the octogenarian french author for the courage and clinical acuity with which she uncovers the roots, estrangements and collective restraints of personal memory. Her literary work maintains close links with sociology. A report :
"Annie Ernaux is a pioneer of autofiction, a style of writing that combines two mutually inconsistent narrative forms, namely autobiography and fiction. The events in her book, she says, belong to everyone, to history, to sociology. In her works, the past is a raw material of her writings, which is transformed by rooting it in the present. Ernaux says “necessity, not pleasure” takes her back to her past, which she dissects like a forensics expert examining a crime scene. Her magnum opus, Les années (The Years) has been written in the vein of a memoir and explodes with perspective and voice. The book has been written using “one” and “we” and occasionally “she” or “they”, but never “I” The Happening, recounting her experience as a university student in France in 1963, is an intense account of an illegal abortion. More than 218 crore 84 lakh vaccine doses have been administered so far under the Nationwide Vaccination Drive. Over 79 thousand doses were administered in the last 24 hours while more than three thousand people recovered. Currently, the recovery rate is at 98.74 per cent. Over two thousand new cases were recorded and more than one lakh 22 thousand tests conducted in the last 24 hours.
