THE HEADLINES:
CABINET – MOU
The Union Cabinet today has given its ex-post facto approval for a Memorandum of Understanding, MoU, between India and Bangladesh on withdrawal of upto 153 cusecs of water each by them from common border river Kushiyara.
This MoU will enable Assam government to withdraw upto 153 cusecs of water from the common stretch of Kushiyara river during dry season (1st November to 31st May) for their water requirement.
A Joint Monitoring Team will be set up by both the countries to monitor the withdrawal of water by each side during dry season. This MoU was signed on 6th of this month.
The Union Cabinet has also extended the Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) scheme for another three months from October to December this year. Briefing reporters after the Cabinet meeting in New Delhi, Information and Broadcasting Minister Anurag Thakur said that 44 thousand 762 crore rupees will be spent over the next three months. He said, the Government has spent approximately three lakh 45 thousand crore rupees so far under the scheme. Mr Thakur said, the scheme cover nearly 80 crore beneficiaries across the country and it has been under implementation since April 2020.
The government has also approved Indian Railways’ proposal for redevelopment of three major railway stations. These are New Delhi railway station, Ahemdabad and Chhatrapati Shivaji Maharaj Terminus, Mumbai. The project involves an investment of approximately ten thousand crore rupees. Briefing reporters about the Cabinet decisons in New Delhi, Railways Minister Ashwini Vaishnaw said the redevelopment work of three railway stations will be completed in two to three years.
The Minister said, the redevelopment work of 199 railway station is going on across the country.
PM-CABINET
Prime Minister Narendra Modi has said that today's Cabinet decision to extend the Pradhan Mantri Garib Kalyan Ann Yojana will benefit crores of people across India and ensure support during this festive season. In a tweet, Mr Modi said, India's infrastructure has to be futuristic and today's Cabinet decision on redevelopment of New Delhi, Ahmedabad and Chhatrapati Shivaji Maharaj Terminus reflects this vision of the Government. He said, these stations will be modernised and further Ease of Living.
FERTILIZER – CANADA
Indian Fertiliser companies have signed an MoU with Canpotex, Canada one of the largest Potash suppliers globally. The Indian companies are Coromandel International, Chambal Fertilizers and Indian Potash Limited.
Chemicals and Fertilizers Minister Dr Mansukh Mandaviya said, the MoU will reduce both supply and price volatility and ensure stable long-term supply of Potassic fertiliser to India.
He said, the Canpotex company will supply upto 15 Lakh tonnes of Potash annually for a period of three years to the Indian Fertilizer companies. He said, this supply partnership is expected to improve the fertiliser availability within the country and reduce supply side and price vulnerabilities. The Minister said, government has been encouraging the domestic fertiliser industry for establishing supply linkages through long term partnerships with resource rich nations. These partnerships will provide secured availability of fertilizers and raw materials over a period of time and also offer price stability in volatile market conditions.
YADAV - GREEN ECONOMY SUMMIT
Environment, Forest and Climate Change Minister Bhupender Yadav has said that India is the first country with a cooling action plan based on energy efficiency and thermal comfort,and has launched important initiatives including UJALA Yojana and schemes for industrial energy efficiency. Addressing the Ministerial Roundtable for Green Economy at the World Green Economy Summit at the World Trade Centre in Dubai today Bhupender Yadav said,accelerating low carbon transition across different economic sectors is the need of the hour.
He also stressed the importance of addressing environmental and climate objectives alongside economic development.
After the Roundtable, the Minister also had a bilateral meeting with the United Arab Emirates, UAE, Minister of State for Foreign Trade Dr Thani bin Ahmed Al Zeyoudi. In the meeting, both the leaders discussed issues relating to the upcoming Conference of Parties,COP 27, COP 28, MoU on Climate Actions between India and UAE, and global initiatives spearheaded by these countries for combating climate change.
ANIL CHAUHAN-CDS
The Government today appointed Lieutenant General Anil Chauhan (Retired) as the next Chief of Defence Staff (CDS). Lt Gen Chauhan will also function as Secretary, Department of Military Affairs with effect from the date of his assumption of charge. In a career spanning nearly 40 years, Lt Gen Anil Chauhan had held several command, staff and instrumental appointments and had extensive experience in counter-insurgency operations in Jammu and Kashmir and North-East India. The post of Chief of Defence Staff has been lying vacant since General Bipin Rawat's death in a helicopter crash on the 8th of December last year.
"Born on 18th May 1961, Lt Gen Anil Chauhan was commissioned into the 11 Gorkha Rifles of the Indian Army in 1981. He is an alumnus of the National Defence Academy,Khadakwasla and Indian Military Academy, Dehradun. In the rank of Major General, the officer had commanded an Infantry Division in the critical Baramula sector in the Northern Command. Later as Lt General, he commanded a corps in the North East and subsequently went to become the General Officer Commanding-in-Chief of the Eastern Command from September 2019 and held the charge until his retirement from the service in May 2021. In addition to these command appointments, Lt Gen Chauhan also tenanted important staff appointments including the charge of Director General of Military Operations. Earlier, he had also served as a United Nations mission to Angola. For his distinguished and illustrious service in the Army, Lt General Anil Chauhan (Retired) was awarded the Param Vishisht Seva Medal, Uttam Yudh Seva Medal, Ati Vishisht Seva Medal, Sena Medal and Vishisht Seva Medal. GOVT - PFI
The Central Government has declared Popular Front of India (PFI) and its associates and affiliates as an unlawful association with immediate effect for a period of five years. In its notification, Union Home Ministry said the PFI and its associates and affiliates including Rehab India Foundation, Campus Front of India, All India Imams Council, National Confederation of Human Rights Organization, National Women’s Front, Junior Front,Empower India Foundation and Rehab Foundation, Kerala have been involved in the violent terrorist activities with an intent to create a reign of terror in the country. It added that the government is of the opinion that if there is no immediate curb of unlawful activities of the PFI and related fronts, they will use this opportunity to continue its subversive activities thereby disturbing public order and undermining the constitutional set up of the country.

UN-IRAN PROTESTS
The UN has condemned the violent crackdown by Iranian security forces on the protesters, angered after the death of a young woman Mahsa Amini.
The UN Human Rights office spokesperson Ravina Shamdasani said, the organisation is extremely concerned by the apparent, unnecessary and disproportionate use of force against protesters.
Ms. Shamdasani said, because of restrictions on telecommunications, it is difficult to get a precise number of protesters who have been killed, wounded and arrested by Iran's security force.
The state media has put the number of deaths at 41.
Protests across 15 Iranian provinces erupted following the death of 22 year old Mahsa Amini while in police custody. She was arrested by the morality police for allegedly not wearing the hijab properly.
BANGLADESH-BOAT CAPSIZE
In Bangladesh, the death toll from a boat accident rose to 67 today, after rescue teams retrieved more than a dozen bodies.
Police officials said, more people are still missing, and rescue operations will continue tomorrow.
The boat was carrying devotees to take part in the Mahalaya festival at the Badheswari temple in Panchagarh when it lost balance mid-stream and capsized. The incident took place at Auliya Ghat in Boda Upazila of Marea Union on Sunday afternoon. Some of the people onboard the trawler were able to swim to safety.
The district administration has given Taka 20,000 each to the family of the deceased and Taka 10,000 each to the injured person.
District administration has formed a five-member committee to investigate the incident and submit its report within three working days.
Railways Minister Nurul Islam Sujan, State Minister for Religious Affairs Faridul Haque Khan and the local Members of Parliament visited the site of the accident.
President M Abdul Hamid and Prime Minister Sheikh Hasina have expressed shock at the incident and offered condolences to the families of the deceased.
UKRAINE-REFERENDUM
In Ukraine, the Donetsk and Lugansk, along with Kherson Region and part of Zaporozhye Region in southern Ukraine have voted to join Russia in referendums that were held between September 23 and 27.
The election officials said, 99 per cent of ballots cast in Donetsk and 98 per cent in the Luhansk region voted in favour of joining the Russian Federation. They said, in the Zaporizhzhia region 93 per cent were in favour of annexation, with the Kherson region giving the lowest pro-annexation tally at 87 per cent. Ukranian President Volodymyr Zelensky condemned the referendums in the four regions.
The US and NATO have also condemned referendums in eastern Ukraine as voting concluded. US Secretary of State Antony Blinken said, the West would never recognize the pro-annexation votes. He said, the US will impose additional swift and severe costs on Russia" for holding the referendums.
AFGHANISTAN-PAKISTAN
Afghanistan's Deputy Foreign Minister for Political Affairs, Sher Mohammad Abbas Stanekzai has called on Pakistan to stop interfering in internal issues of his country. Referring to remarks by Pakistan Prime Minister Shahbaz Sharif, claiming the presence of terrorist groups in Afghanistan, Stanekzai said that the Islamic Emirate denies and condemns the claims. He said that Taliban will not allow anyone to make such statements toward Afghanistan. Mr. Stanekzai said that Taliban strongly condemns the Pakistan Prime Minister’s statement. He further said, Pakistan has financial problem and is placed on a black list of the International Monitoring Funding, no one takes their call to give them money. The Minister said that Pakistan should not defame Afghanistan just to earn some money.
SAUDI- NEW PRIME MINISTER
In Saudi Arabia, the King Salman bin Abdulaziz named his son and heir Crown Prince Mohammed bin Salman as the Prime Minister of the kingdom.
According to a royal decree showed on Tuesday, the King Salman also promoted his second son Prince Khalid from deputy Defense Minister to Defense Minister. The 86-year-old king will still preside over the Cabinet meetings he attends. The king, who took power in 2015 has been in failing health and was hospitalized several times in recent years.
The prince, Mohammed bin Salman was previously Defense Minister in Saudi Arabia's government.
He is also leading figure in the kingdom's "Vision 2030" plans to transform the country's economy and energy infrastructure.
Mr. Salman has also sought to tout social reforms such as allowing women to drive cars with some conditions.
CUBA- BLACKOUT
In Cuba, electrical grid collapsed late last night leaving the entire country completely without power after Hurricane Ian pummelled the western end of the island.
The head of the electrical energy authority of Cuba said that the electrical system is experiencing total collapse, after one of the main power plants could not be brought back online.
Two people were also reported dead and buildings were damaged nationwide.
The US National Hurricane Center (NHC) said, the Category 3 hurricane was barreling north towards the Dry Tortugas, off the Florida Keys, late on Tuesday, with maximum sustained winds of 195 km per hour.
According to media reports, the hurricane hit Cuba at a time of dire economic crisis.
Blackouts and long-running shortages of food, medicine and fuel are likely to complicate efforts to recover from Ian.

RIGHT TO KNOW DAY
International Right to Know Day is being observed today. The day is being observed since 2002, when freedom of information organizations from around the world came together in Sofia, Bulgaria. The group created the Freeedom of Information Advocates Network. It is a global coalition, working together to promote the right of access to information for all people and the benefits of open, transparent, and accountable governments.
Members of the Network decided to commemorate September 28 as a way to share ideas,strategies, and success stories about the development of freedom of information laws and genuinely transparent governance in their own nations.

In cricket, India beat South Africa by eight wickets in the first T-20 International at the Greenfield International Stadium, Thiruvananthapuram, tonight. Chasing a target of 107 runs,KL Rahul and Suryakumar Yadav smashed unbeaten fifties to help achieve the target.
Suryakumar Yadav unbeaten 50 provided India with some much-needed impetus in the chase after a shaky start. The second T-20 International will be played at Barsapara Cricket Stadium in Guwahati on Sunday, 2nd October.

The Sensex declined 510 points, to finish at 56,598. The Nifty also plunged 150 points, to end at 16,859.
At global stock markets, Asian markets slid as surging borrowing costs fed fears of a global recession, spooking investors into the arms of the safe-haven dollar and driving the Chinese yuan to record lows. Hong Kong’s Hang Seng plunged 3.4 percent and South Korea’s KOSPI declined by 2.45 percent. China’s Shanghai Composite index lost 1.6 percent Japan's NIKKEI-225 declined half a percent. South. Hong Kong’s Hang Seng plunged 3.4 percent while Singapore’s Straits Times tumbled 1.5 percent. European shares too fell in intra-day trade.
Global crude prices were broadly stable as pressure from a strengthening dollar and crude storage builds was offset by U.S. production cuts caused by Hurricane Ian. Brent crude was trading at 86 dollars and 50 cents per barrel.
