Prime Minister Narendra Modi will virtually address the 21st Meeting of SCO Council of Heads of State tomorrow. External Affairs Ministry Spokesman Arindam Bagchi informed this during a media briefing in New Delhi today. The meeting is hosted by Tajikistan capital Dushanbe, where India will be represented by External Affairs Minister Dr. S. Jaishankar.

Mr Bagchi said, having become a full member in 2017, India remains committed to playing a positive and constructive role at SCO.

This is the first SCO Summit being held in a hybrid format and the fourth Summit that India will participate as a full-fledged member of SCO. This Summit assumes significance as the organization is celebrating its 20th anniversary this year. At the Summit, the leaders are expected to review the organization’s activities over the past two decades and discuss the state and prospects of future cooperation. Topical issues of regional and international importance are also expected to be discussed. 

The MEA Spokesperson further informed that Prime Minister will participate in the first in-person Quad Leaders' Summit in Washington on 24th of this month.

On Operation Devi Shakti, the Spokesman said, until and unless operations resume at Kabul airport, it will be difficult to say how will people be evacuated. Mr Bagchi said, New Delhi is watching this, so that the remaining Indians and Afghans willing to come can be brought to India. On reports of a missing Indian Bansuri Lal in Afghanistan, he said, New Delhi is in touch with all concerned and Government will continue to monitor the situation. 


External Affairs Minister Dr. S. Jaishankar today called on Tajikistan President Emomali Rahmon. During the interaction, Dr. Jaishankar conveyed greetings of Prime Minister Narendra Modi to Mr Rahmon. They exchanged views on recent developments in Afghanistan and their impact on regional security. In a tweet, Dr. Jaishankar said, India and Tajikistan are strong partners in fighting terrorism, fundamentalism and radicalism.

The External Affairs Minister also had good discussion with Tajik Foreign Minister Sirojiddin Muhriddin. Dr Jaishankar said, he is looking forward to continue it tomorrow. He also met Kyrgyz Foreign Minister Ruslan Kazakbaev. Both Ministers noted the growing development partnership. They agreed to strengthen the traditional cooperation on regional and multilateral issues.


Finance Minister Nirmala Sitharaman has said that the Union Cabinet yesterday approved government guarantee up to 30 thousand 600 crore rupees to back Security Receipts to be issued by National Asset Reconstruction Company Limited, NARCL. Briefing media in New Delhi on the Cabinet decisions this evening, Ms Sitharaman said, Budget-2021 had announced government’s intention to set up an Asset Reconstruction Company along with Asset Management Company to consolidate and take over existing stressed debt and thereafter manage and dispose them off to buyers for value realization. She said, Banks' asset quality review had happened in 2015, for cleaning up and fully provisioning bank balance sheets, this revealed very high incidence of Non-Performing Assets, NPAs. 

Ms. Sitharaman said, Fugitive Economic Offenders Act of 2018 is showing a lot of results. She said, in 2018, just two of the 21 Public Sector Banks were profitable. She expressed happiness that in 2020-21, only two reported loss for the year. The Minister said, Public Sector Banks are now not only making profits, they are also raising money from the markets, a total of 58 thousand 697 crore rupees has been raised by Public Sector Banks as debt and equity. She said, National Asset Reconstruction Company Limited will aggregate NPAs in banks' balance sheets for which full provisioning has been done and manage and dispose of them professionally, this will thus clean up banks' balance sheets.

The Minister said, along with NARCL, government is also setting up an India Debt Resolution Company Limited.


Union Finance Minister Nirmala Sitharaman will chair the 45th Meeting of the Goods and Services Tax, GST Council in Lucknow tomorrow.

This is the maiden physical meet of the GST council following the outbreak of the COVID pandemic. Talking to AIR News, Union Minister of State for Finance Pankaj Choudhary said that the Finance Ministers from all states will attend the meeting. Today, the Fitment Committee discussed the issues in front of the council.

Prime Minister Narendra Modi today inaugurated the Defence Office Complexes at Kasturba Gandhi Marg and Africa Avenue in New Delhi today. Speaking on the occasion, the Prime Minister said, the new complexes stand for new India and will strengthen Army. He said, modern infrastructure played an equally important role by focusing on ease of living and ease of doing business. The Prime Minister added that in the 75th year of country's independence the national capital is being developed with modern infrastructure and facilities. He emphasised this is the idea behind the work that is being done in the development of Central Vista.

Defence Minister Rajnath Singh highlighted that the modernisation of Armed Forces and Aatmanirbharta in Defence sector is due to the efforts of the Prime Minister.

Urban Development Minister Hardeep Singh Puri assured the Prime Minister that the next year the Republic Day parade will be at new Central Vista. The minister also said next year the Parliament will function from the new building. 

The new Defence Office Complexes are state-of-the-art and energy efficient, with comprehensive security management measures. An Integrated Command and Control Centre has been established for managing building operations.


Union Government today said that 34 districts in the country are reporting weekly positivity rate of over 10 per cent while it is between five to ten per cent in 32 districts. Briefing media in New Delhi today, Health Secretary Rajesh Bhushan said, almost 68 per cent of total cases reported nationally are from Kerala and it has over 1.99 lakh active cases.

"एक लाख से ज्‍यादा एक्‍टीव केसेज में केवल केरल है जहां एक लाख 99 हजार से ज्‍यादा एक्‍टीव केसेज हैं और पांच राज्‍य ऐसे हैं जहां कि 10 हजार से ज्‍यादा एक्‍टीव केसेज हैं। मिजोरम में 13 हजार से कुछ अधिक, आंध्र प्रदेश में 14 हजार से कुछ अधिक, कर्नाटक में 15 हजार सात सौ से कुछ अधिक, तमिल नाडु में 16 हजार पांच सौ और महाराष्‍ट्र में 53 हजार केसेज एक्‍टीव केसेज हैं। ये वो केसेज हैं जो या तो अस्‍पताल में हैं या होम आइसोलेशन में है।"

Mr Bhushan said, the weekly positivity rate for last 11 weeks is below three per cent and 64 districts are still reporting above five per cent COVID positivity. He said, these are the districts of concern where COVID Appropriate Behaviour, vaccination, surveillance must be strictly monitored. Mr Bhushan said, number of active cases has come down to below 3.5 lakhs and country's cumulative recovery rate is 97.64 per cent. He said, 20 per cent of India's adult population have received both doses of COVID-19 vaccine and 62 per cent have got at least one dose. He stressed on COVID Appropriate Behaviour:

"इस सब के बावजूद ये जरूरी है कि आने वाले तीन महीनों में अक्‍टूबर, नवंबर और दिसंबर क्‍योंकि अनेक त्‍यौहार हैं। इसलिए हमारा अनुरोध है कि सब लोग मास्‍क पहने और ढंग से पहने। मास्‍क कान से लटकाने के लिए नहीं है, नाक के नीचे रखने के लिए नहीं है या अपने चिन पर लगाने के लिए नहीं है, मास्‍क इस ढंग से पहने की आपका नाक और मुंह पूरी तरह से ढका रहे, दो गज की दूरी बनाए रखें और अनावश्‍यक रूप से बाहर जाएं और भीड़-भाड़ में जाने से बचे, स्‍वयं भी भीड़-भाड़ का आयोजन करें।"

Member (Health) in NITI Aayog Dr. V. K. Paul said, in coming two to three months, everyone has to maintain caution against any upsurge of COVID cases and asked people to remain careful.


India’s COVID-19 vaccination coverage has crossed 77 crore landmark milestone today. So far, 77 crore 17 lakh 36 thousand 406 vaccine doses have been administered in the country. Health Ministry said, more than 57 lakh 11 thousand vaccine doses were administered today. 


Health Minister Mansukh Mandaviya today inaugurated many patient-centric facilities at the Safdarjung Hospital in New Delhi. These include a Child Abuse Care and Elder Abuse Care Centre in the New Block of the Hospital, the third PM-CARES Pressure Swing Adsorption Oxygen Plant of capacity one metric tonne and the new makeshift hospital at the hospital premises. Mr Mandaviya also released a booklet -- Quality Ki Baat and presented the hospital its entry level National Accreditation Board for Hospitals and Health Care Providers, NABH accreditation certificate.


On the eve of Prime Minister Narendra Modi's birthday, Information and Broadcasting Minister Anurag Thakur and Health Minister Mansukh Mandaviya today jointly launched 15 Mobile Medical Units for Himachal Pradesh. Speaking on the occasion in New Delhi, Mr Thakur said, in six years, government has provided six lakh people with the facility of free testing, treatment and medicines.  He said, the government aims at extending it to 21 lakh people in next five years when these vehicles double in number.

Health Minister Mandaviya said, in the US, Obamacare provided health security to 10 crore people and was appreciated across the world. He said, Prime Minister Narendra Modi provided health security for up to five lakh rupees not just to 10 crore people, but to 10 crore families including around 50 crore people.


In Gujarat, the new Council of Ministers of Chief Minister Bhupendra Patel was sworn-in today. State Governor Acharya Devvrat administered the oath of office and secrecy to 24 Ministers including 10 Cabinet and 14 Ministers of State at Rajbhavan in Gandhinagar. Two women members were included as the new Ministers of State. Ruling BJP has implemented no-repeat theory in the selection of new Council of Ministers.

The Prime Minister has congratulated the Party colleagues inducted as Ministers in Gujarat Government. In a tweet, Mr Modi said, these are outstanding Karyakartas who have devoted their lives to public service and spreading the Party’s development agenda.


In Uttar Pradesh, the construction work of the first phase of Shri Ram temple in Ayodhya was completed today. While addressing a press conference, General Secretary of Shri Ram Janmabhoomi Teerth Kshetra Trust Champat Rai told that the work of laying a strong foundation for the temple was successfully completed during this phase.


Many parts of Uttar Pradesh are experiencing heavy rain for the last 24 hours. The life has been disrupted badly due to continuous rain and situation is grim in the state capital Lucknow. More from our correspondent:

"More than 40 districts including state capital Lucknow are witnessing torrential rain with gusty winds from last evening. People are experiencing the heaviest rain in recent years. Many parts of the city are waterlogged and people residing in low-lying areas are facing more difficulty. Administration has issued helpline numbers for the people in distress due to heavy rain. This is the situation in many districts of the state and rain-related accidents took many lives. Mr J.P. Gupta, the Director of Meteorological Department in Lucknow said that the present condition will continue for next two days and some places can experience very heavy rain in the coming 24 hours. The Sensex at the Bombay Stock Exchange advanced by 418 points to close at a fresh record high of 59,141 today. The Nifty at the National Stock Exchange added 110 points to another all time high of 17,630, in the last two sessions. In broader market, the BSE Midcap index climbed 0.5 per cent and the Smallcap index gained 0.1 per cent.


Indian Cricket Skipper Virat Kohli today announced that he will step down as Captain after the T20 World Cup which is scheduled to take place in UAE and Oman from 17th of October to 14th of November this year. He will continue to lead the team in Test matches and ODIs. In a Twitter statement, Kohli said, after a lot of contemplation and discussions with his close people, Ravi Shastri and also Rohit Sharma, he has taken the decision.

In Chennai, temperature will vary between 29 and 37 degrees Celsius.
Kolkata will have minimum temperature of 26 degrees Celsius and maximum will be around 33 degrees.
Hyderabad is likely to have generally cloudy sky with light rain. The minimum temperature will be 23 degrees Celsius while the maximum will be around 32 degrees. Bengaluru is likely to experience generally cloudy sky with one or two spells of rain or thundershowers. Temperature will hover between 21 and 29 degrees Celsius. Puducherry is expected to have generally cloudy sky with light rain. The temperature will vary between 26 and 38 degrees Celsius.
Thiruvananthapuram may have generally cloudy sky with one or two spells of rain or thundershowers. The minimum temperature will be 23 degrees Celsius while the maximum will be around 31 degrees.
