UAE tops the MENA region in the World Bank’s Women, Business and the Law 2023 report, scoring 100% in 5 of 8 key indicators

According to the annual World Bank report, which covers 190 countries,

 the UAE scored 82.5 out of 100 possible points across 35 sub

indicators divided into eight major areas of the report: Mobility,  Workplace, Pay, Marriage, Parenthood, Entrepreneurship, 

Assets, and Pension.It is worth noting that the UAE is a regional and global leader in enacting legislation and regulations 

that support women's rights and workplace roles.


The UAE's commitment to this cause dates back to 2012, when the UAE Cabinet passed legislation 

requiring the presence of women on the boards of government entities,

 making the UAE the first country in the region and the second in the world to do so.


In 2015, His Highness Sheikh Mohammed bin Rashid, Prime Minister of the United Arab Emirates, 
announced the formation of the UAE Gender Balance Council, a federal entity tasked with developing 
and implementing the UAE's gender balance agenda. The Council's goals are to close the gender gap 
in all government sectors, achieve gender balance in decision-making positions, and promote the UAE as a model for gender balance legislation.
The UAE GBC has worked with various federal entities to introduce and reform over 20 laws 
concerning employee benefits, equal access to credit, political participation, personal status, the
 judiciary, wages, freedom of movement, marriage, entrepreneurship, assets, and pensions. 

These reforms are aimed at increasing women's economic participation and protecting their rights.
Her Highness Sheikha Manal bint Mohammed bin Rashid Al Maktoum, President of the UAE Gender
Balance Council (GBC), President of the Dubai Women Establishment, commended the UAE’s success
in providing women with equal opportunities through a series of legislation and policies aimed at ensuring
that women continue to contribute to the nation's progress and build a better future for present and future generations,
she also emphasised that the UAE’s progress in women’s empowerment aligns with the leadership’s
vision of making the UAE the best nation in the world by 2070.


The UAE GBC has collaborated with various federal entities, resulting in the introduction and
reforms of over 20 legislations related to employee benefits, equal access to credit, political
participation, personal status, judiciary, wages, freedom of movement, marriage, entrepreneurship,
assets and pension. These reforms focus on enhancing women’s economic participation and safeguarding their rights.


United Arab Emirates Women, Business and the Law 2023 (WBL2023) presents an index covering
190 economies and structured around the life cycle of a working woman. In total, 35 questions are scored across eight indicators. Overall scores are then calculated by taking the average of each indicator, with 100 representing the highest possible score.

Data refers to the laws and regulations that are applicable to the main business city (Dubai). Different rules may apply in other jurisdictions so local legislation should be reviewed. Based on this approach, the United Arab Emirates scores 82.5 out of 100.

The overall score for the United Arab Emirates is higher than the regional average observed across the Middle East and North Africa (53.2). Within the Middle East and North Africa region, the maximum score observed is 91.3 (Malta).
